I've been playing HCF since the second map and have seen a lot of changes. Some good, some bad. A lot of solutions have been complicated rewrites or hard to understand rules for raiding. Personally, I don't think any of those things are the right direction. What I propose is fairly simple: make it necessary to leave your base/create an incentive to do so.
As it stands, one can do almost everything from inside of their base. Growing food and nether wart, grinding, etc can all be accomplished safely. The only real reasons to leave your base are to get ender pearls and gun powder. Which leads nicely into the next point.
The quality of PVP has dropped off in the last couple of maps and no bases are ever raided. If you check the death list at any given time, it's mostly experienced players killing naked noobs.
With this in mind, I suggest the following changes:
Stop selling items in spawn. This is way too easy and convenient. Going out and finding your supplies is half of the challenge. If we must have shops, they should be spread around the map with no easy way to get there and they should sell a finite number of their item per day.
Farms should not grow on faction land and nether wart should only grow in the nether. There was certainly some element of excitement to hiding your nether wart farm and checking on it to make sure it hadn't been pillaged. I also think it would be really interesting if you had to leave your base to plant your farm/harvest it. That way your enemies could potentially starve you out of your base and force you to fight them off.
Get rid of all of these random safe zones. Why are there safe zones in the nether and the end? It doesn't help noobs - they just wander aimlessly out of the safe zones. It just provides a way for experienced players to hide from PVP. I remember many times going into the end to be surrounded by 4-5 of my enemies. Sure it sucked to die, but it was fun. It really makes you consider whether you want to use the end.
Non-PVP deaths should affect faction power more significantly. Several times I'd be raiding a base only to see that a member of that faction fell to their death or died while mining (usually lava) which then allowed me to raid them.
Personally, I prefer the nonenchanted style of PVP. I suggest return to that or at least make mob grinders not spawn on faction land.
Simply put, I think that making supplies harder to get will increase PVP as it forces you to go out and explore. The best PVP happens when you're out collecting gun powder and run into another crew doing the same thing. Or when you're caught in the end while collecting pearls.
