Wizard challenges not providing foundables?

Did something change in the way Wizard challenge drops work? cause trying to find Wizengamont chairs for the community day has shown me that completing Wizard Challenges frequently doesn't give me a runestone foundable.
Is this something new they've added? Because I never thought this was a thing before now.
