House elves are the trapped souls of dark lords forced to atone for their crimes by serving wizards , freeing a house elf( former dark lord) releases them from the magic binding their memories and souls to wizards and allows them agency to their own actions once more.
Freeing dobby caused a house elf uprising conquering all of britain as dobby secretly used ancient mind magic to force wizards to release his comrades, the former dark lords take over once more.
