Where does the idea that technology doesn't work in HP canon?

So a lot of fanfic and discussions about the harry potter universe (I am a mod on /r/AskScienceFiction so I see a lot of them) contain this idea that technology doesn't work around magic. I am not totally sure where this comes from since there are a large number of enchanted muggle artifacts and it takes place during the 90s so it makes sense that none of the muggle kids have cell phones or anything. There are clocks, radios, cars, and motorcycles but people keep insisting that tech doesn't work.

I remember at one point the car that harry and ron die near hogwarts but I thought that was part of the muggle repelling charm or the tree did it. It seems like force stopping motor vehicles would be a good way to keep modern muggles out.
