Why didn't Peter Pettigrew return as a ghost after he died?

The only criteria we know of to become a ghost is that you have to fear death to such a degree that you choose ghosthood over the afterlife. Pettigrew is clearly cowardly enough that there's just no way he would choose to pass on. So why didn't he come back as a ghost?
