Reread the graveyard scene in GOF. It's a spell of "his own invention." It uses unicorn blood and nagini's venom to form a body. Also, when pettigrew meets jorkins, voldemort is already in this baby form
Right, and he states how pettigrew brought his body back. Nowhere is jorkins or a fetus mentioned in that process
