Rowling said years ago that in addition to murder, there was also an awful act that one had to do. She was going to reveal this but never did... What do you think this is?

Reread the graveyard scene in GOF. It's a spell of "his own invention." It uses unicorn blood and nagini's venom to form a body. Also, when pettigrew meets jorkins, voldemort is already in this baby form
