How can Console players play modded game modes?

I was playing halo reach on MCC on my console, and navigating thru the custom browser I ended up joining a 'Battle Royal' game, now I know it's modded because well, we've all seen the videos (https://www.youtube.com/watch?v=B3FU9o3MhtY), game mode looks modded, not 100% sure. I also managed to join another custom game which had a saber plane, my question is this.

If I'm able to mod a game mode or map on the PC, can console players join the lobby and play that same game with mod maps and modes?

I'm no where near my console, and I haven't had time to explore the new forge world in MCC reach, so here hoping someone can explain to me what's going on
