Cant get steam overlay with the xbox one controller

Any time I use my xbox button on the controller, it pulls up the xbox overlay. How can I make it pull up the other one?
Some googling revealed that I should turn off the DVR, but all the tutorials to do so are like 3 years old. Just trying to pull up the steam overlay instead.
