Why is the Northern Pulp mill suddenly such a big problem?

This mill has been operating for over 40 years and has been spewing unpleasant-smelling things up into the blue since day one. Why are people suddenly so up in arms over it? It seems like Vice wrote an article on this long-standing issue a few months ago, and now everybody has something to contribute.

Also, who's going to be on the hook when the mill closes? Does anyone really expect Northern Pulp to be able to turn a profit once those promised 'tougher emissions regulations' are imposed on their operating license's renewal in January? They're already limping along on over $130M in government assistance and retrofit allowances issued since 2010.
