WHAT'S THE DEAL WITH SURPLUS AMMO

Hello all,
Been watching a lot of videos on YouTube and this saying always catches my attention "this is surplus ammo got to be careful with that" is there some type of difference between surplus ammo and non surplus ammo ? I've shot both and they seem to be the same. My real question is what's the difference between ammo that's sat in a warehouse for a year as opposed to surplus ammo ?
