buddy of mines stuck on Initializing on startup

me and a friend are trying to play but his game will not even get pass the main menu, it just immediately says "initializing" in the bottom left. i've searched everything. we are not joining a heist, we are not loading in after doing something, he just straight up cannont enter the game. he cant even select story mode or anything, it straight up starts doing initializing. i need help if anyone can provide something.
