Mobile Device Management Disabled, but Device Still Controlled

I've turned off mobile device management, but one of my users is showing that their phone is still controlled by our organization. Any ideas how to fix it?

I tried deleting the device from the list, but then it resynced and deleted all of the apps on the user's phone, which I can't imagine is intended behavior.

Edit: in case anybody else runs into this issue, it is apparently related to the Device Policy app and Google’s only solution was to factory reset the phone.
