Watch repair is refuses to re-use the water seal gasket and is demanding a replacement, cost is $90. Is this necessary?

Is this normal? My watch repair is saying that my 2016 DW and GA’s water-seal gaskets can not be reused. I have typically passed on getting new water-seal gaskets on my battery watches. Should I replace them? I have attached a link to our text communications.
