“On time” arrival?

We’re dealing with a snowstorm in the Midwest and the app apparently has no idea what weather is so I’ve been late picking up a few times. It dropped my level from premier down to pro down to partner. I was able to get it back up to 70% then I got an order across the street. The arrived 7 minutes early, got the order, and left a few minutes before the pickup time. Somehow the app decided this meant dropping my on time arrival to 68%. Are we penalized for getting there early?
