“Just Friends” but still wants photos

Hey all, I need your opinion.

Talking to this guy on Grindr and it was going well, super nice, light flirting, and good conversation. He says at one point he’s not sure if I’m his type but thinks we could be good friends. At that point I just move on and know where I stand but we keep talking and he keeps responding.

We end up texting and I send him a shirtless selfie as a joke and then the convo moves on. He then starts asking for another pic, and I say “I thought you just wanted to be friends”. He keeps texting and then says I should send him pics with my questions on them. I decide what the hell and do it cause I find the guy attractive and am thinking maybe his opinion changed.

So I do this a couple of times and whenever I stop sending pics without questions he says things along the lines of “you’re breaking the rules, where’s my pic?” Or “just another pic!” These questions got super personal about him, his preferences, and some crazy things he’s done.

At the end of the convo he wants to grab dinner in a couple of nights but at the very end of all this just dropped the “friend” word again.

Is that weird? I can’t get a sense of what he actually wants... or am I just hoping for more?

(Note: yes he has sent several photos as well)

Any thoughts would be great!
