What’s this? Can someone explain please?

This appeared overnight, perhaps a new update?
Can someone refer me to a link or something that explain what it does? My questions are:
- Is it xtra/unlimited only?
- When does it appear? When I select a profile on the grid it shows the normal block. This seems to show only from discussion and when the guy is last one who sent a message
- What does it do? Will I not see him on the grid? But can he still send me messages? Will I see them?
- How do I unhide people?
- Can I convert all my blocked users to hidden instead?
- Does it unhide after a certain time?
