I just started watching Grimm, and the one thing I learned for sure, is stay the hell out of Portland!

From late October to late April.... perpetual. You'll go weeks without seeing the sun or dry ground. But it's never HEAVY rain. More like a light shower most of the time. Manageable to still go about without getting soaked.
That being said... it almost never snows, and the temps hardly drop below 40 most days.
From May to October, however, is the payoff. Perfect weather and everything stays green throughout the summer because of how saturated the ground gets during the winter.
Housing prices are relative depending on where you are coming from.
