My Pyrenees keeps trying to pick my small dog up.

Louie is about a year old and 107 lbs so far. my Pekingese Jujubee is 17 lbs and about 4 years old. Louie keeps trying to pick juju up, sometimes even dragging him out of the room by his tail. I grab juju immediately and give Louie a toy to make him play with that instead but what is that? Does anyone know what Louie is trying to do or he just wants to play?
