Something I don't get In Sock Opera (S2 Ep 4)

when Bill says "Ha, welcome to the mindscape, kid. Without a vessel to possess you're basically a ghost." Is Dipper really in the mindscape? Because I thought that the mindscape was technically in someone's head mainly via their dreams. And if that is what the mindscape is, then where is Dipper really? And if not does that mean that this is how Bill could watch them?
