How did you get started finding consistent freelance gigs?

I have done a handful of freelance gigs in the past, all through just networking. I have a portfolio put together as well.
I can’t for the life of me find anything on upwork or freelancer, however. What am I supposed to do? Ideally it would be a full time gig I’m looking for but even that market is dry.
I’ve been doing this for 2 years and I’m stuck. I even took Adobe Creative classes. I don’t understand how you’re supposed to have any of this go anywhere.
