As a non-designer, what's the best way to find...a designer?

Hey Designers,

I'm starting my own boutique video production company, and I'm looking for a freelance designer. Not necessarily on here, but I need advice on going about finding one. I've looked at several services like 99Designs.com, etc. and I'm hoping some of your could tell me about the quality of work on sites like that, if they're worth it, and what may be the best place to find the highest quality work. I don't really have the time to go through port after port, so that's why I liked the idea of 99designs and getting submissions. 

This is a bootstrap operation for sure, but we have marketing backgrounds and know how important branding is. So, we're not taking logo design lightly at all.

Any help is greatly appreciated. Thanks guys.
