Can't evolve some units?

I have 3 units that I can't evolve past 4 star, and LVL 70. That's the chef lady (can't remember her name) Tank Gaia, and Tank Duran. I have them at max level with max exp. The evolve button is grayed out for me. It won't even let me have the option to do it.
I've been playing GS for about 1.5 years, and although I'm no pro. I find this baffling, and as though I'm missing some big game mechanic. Can someone tell me what I'm doing wrong or offer some help?
