Backcountry permits fax number not working?

We've been trying all weekend to apply for a backcountry permit by faxing the form to the Park Service, but every time we try the fax doesn't go through ("No Answer"). Anyone have this experience? The phone number for the office doesn't appear to be working either, and we don't know who else we could try to contact about this.
