Hi. I was reading dozens of peer-reviewed articles for a thesis years ago and just didn't manage to save this term I came across (which is on me).
It was a two-worded term and it described how public officials like to create two-worded terms (i.e. "social distancing," "global warming," "working holiday," etc. When crafting complex concepts underlying public policies, it is common for opinion leaders to craft these ideas into two-worded terms.
Any grammarians know what the heck I'm talking about? My local librarians are useless, so are search engines at this point. I'm about to go door to door at various colleges and universities for answers.
Note: I recently read about "binomial nomenclature" in biology, but I don't believe that is the magical term that I'm trying to rediscover here.
The concept is real, it's everywhere, and there MUST be a name for it!
