Why are questions being formed wrong lately?

So, I've noticed a trend recently of people forming their questions wrong, since English isn't my native language I can't really explain so here's a (very contrived) example: "Why companies in the US can get away with violations" instead of "Why can companies ...".

I've been seeing this more and more lately, in non-English native language communities but also in English-native communities. Is this just play wrong and should the grammar police arrest these people, or is this some new language development?
