What distinguishes single countable nouns from plurals?

Why do we say, "The police are coming" or "The staff are on holiday for a month" but, "My family is from Ireland" (although I have heard people say, "My family are from Ireland")?
Aren't most collective nouns treated as singular? Are plural collective nouns treated as exceptions?
