Getting into a funded PhD in Clinical Psych with no research experience

I’m asking on behalf of a friend

He has a 3.9 undergrad GPA, major in psychology, and took required pre-med courses. He has no research experience and did not form particularly strong connections with any of his psych professors.

He pursued but ultimately did not complete a masters degree in psychoanalysis. He is currently 1.5 out since graduation and is unemployed.

With a decent GRE and some non-psych LORs, can he get into a fully funded PhD program in clinical psych based on this info or would he need to do something extra (like get a master’s) in order to do so?

Any advice is super appreciated!
