Master's vs. PhD? (choosing between 2 programs)

Hi everyone! Hope you're all holding up okay in the wake of COVID-19. I have a big, difficult choice to make and am hoping for some other perspectives.

I was accepted to (well-known U's PhD program) and (lesser-known U's MA program). This would seem like an obvious choice, but (lesser known university) is something of a "dream school," I feel enthusiastic and kind of in love whenever I think about going there, whereas (well known university) doesn't evoke the same feelings in me. I'd be willing to do the MA at (lesser known U) if I was guaranteed to get into a comparable PhD program afterward, but I know it's impossible to guarantee these things, and people have been disappointed before.

I intend on getting a PhD regardless, and they are offering me relatively comparable financial aid packages. For context, I'm young, and a current (former?) senior undergraduate going into humanities/social sciences.

Any opinions/insight would be appreciated!
