My Mining Rig can only recognise one card at a time.

Hi, new miner here. I've been mining using one 1080 on a rig, and I'm trying to add a second 1080. The first 1080 is plugged into the Pcie on the motherboard, while the second uses a riser. Both cards light up and have fan spin.

While Windows on the rig is able to see both cards, the second shows up as an error 43. I've swapped the cards, and it's always the one on the riser with an issue, however if I remove the card from the motherboard, I can run the rig from the riser card without issue.

The drivers are up to date, the riser's powered. I can't see what's causing this issue. Any advice?
