supposedly new GPU looks used

Heyo everyone!
So long story short... I ordered a rx6900xt nitro SE 2 days ago as "Brand new" from a store. The package arrived in no time but the actual gpus box was unsealed. Also there is hell alot of brownish dirt on the fans. Already contacted the store and they insist that the gpu is brand new. Pcb looks new and the thermal pads too but what with this brown dirt??
