Conditional Formatting comparing data from two columns.

I know this has a simple solution, but I'm stumped. *See image
- I need to compare columns C (and greater) to column B
- Row 1 (Order number in example) would highlight green if stock (Col B) is greater than demand (Col C...)
- All items from Col C must be equal or less than Col B.
- If one item in Col C is greater than Col B then it does not qualify since the order cannot be filled.
- Formula should ignore blank rows in Col C.
Formulas I've tried in conditional formatting:
=not(isblank(C3:C))<B3:B
=C3:C<B3:B
Can anyone shed any light on this?
