Switching to new phone using same Google account, will old photos remain?

I have a Galaxy S8 with Google Photos backup & sync enabled, and all the photos I have on that phone are currently uploaded to Google Photos. I'm planning to upgrade to a Galaxy S23 but not transfer the photos from my S8 to the new phone. If I logged in with the same Google account on the new S23, would the lack of photos on the S23 cause the previously synced photos from my S8 in the cloud to be deleted from Google Photos? Or would the fact that the new phone is empty have no impact on the old photos in the cloud?
