Odd Voice Recognition Problem

I setup my dad with an air compressor on a heavy duty smart plug. My dad uses Google to turn on the lights and other devices with no problems.
I can command Google to turn on/off the air compressor. Various others can also turn on/off the air compressor. My dad cannot! Google displays the command with the same wording as all of us have used. But she says "I can't do it" only when my dad asks.
Any ideas for fixes to this?
