Why is this google doc greyed out?

I have this google doc that is a public use document made by a game dev team. However, as you can see in the commented picture, it is all excessively greyed out/darkened except for the date and some keywords.
My browser is Opera GX, I am using a Windows 10 PC, and I made sure it wasn't the Opera GX dark mode messing with it.
Edit: I also tried making a copy to ensure it wasn't the fact that its view only. That isn't the issue either.
