Google Ads - from £1.80 per click to £13?

I have optimised my google ads pay per click to a good standard. I have a 7% CTR and pay roughly £2 per click.

Today I have had no phone calls (I usually get 4/5 per day through advertising. I have had 8 impressions and 1 click - and have been charged £13 for the click? 3 of the impressions were me seeing if my advert was active!

I then received a notification on the google ads app that my payment method was not working - but it is, and there is sufficient money in the account.

Is this a glitch? This happens every so often and a random £13 charge can add up..
