Shot counting.

So I've been playing for about 6 months, and the guy I'm playing with has been playing about 40 years. So if we play a hole and it's going terrible he keeps telling me to pick up after 9 shots and put that as my score on the card, saying that 9 is the highest you can score.
I don't think that's right or accurate? I'm assuming you just play until the ball goes in the cup right?
