My go kart won't drive what's it's issue?

My go kart didn't start because it's spark plug didn't work but I replaced it it still won't work it will turn on for a second then off and it moves the wheel when I try to start it it's pull start but I had someone change the location of the throttle and the bar of the throttle It use to be on the steering wheel but now it's on the feet area how do I get it driving again?
