I think his end goal is, and always has been, to mobilize idiots on social media to put pressure toward his end goals, which mostly seem to be PHM related.
He's realized that just giving away chunks of money periodically is a great way to gain follower count, but none of those followers do literally anything for him except beg for money.
Every. Single. Time. He posts something a majority of the comments are just "dear mr pulte my son has leukemia and i cannot afford food can you please help me"
If he posts something about trying to rally support for getting on the board of PHM these people either ignore the message outright or they just beg for money.
The apes don't view themselves as beggars, they view themselves as activists, so from Pultes perspective they could actually be useful for something.
