How is this even a debate? It’s obviously Fin.
I see everyone in the comments talking about how Santana provoked him etc, and although I’m not necessarily disagreeing that her character was a harsh bully, the point remains that someone else’s behaviour never justifies your own. You are always responsible for your own decisions and behaviours, and the behaviour that Fin displayed in this scene was disgraceful.
