Looking to use ARCGIS for my intelligence analysts..what is best?

I work as a Global Intel Manager for a large tech company and have 2 analysts that I would like to get the ARCGIS tool to help map security threat events and global geopolitical events.
I have seen a bunch of ARCGIS products, but would like the 3D mapping showing buildings, impact areas etc and improved graphics to show where these are occurring with heat maps and impact zones and reporting function.
Would ARCGIS pro be the best for this?
