Does refer-a-friend no longer consider previous matches played?

I used to (the week after release on steam) play the 3-match requirement with friends in the game before getting them to click on the referral link and the system would detect the matches previously played just fine and reward me my fortune card draws. My friend was definitely below level 6 before we played. Is this no longer the case? As of today I did not receive my rewards even through the referral link went through successfully and I got the confirmation email.
