Question with pump speeds

I replaced my AIO cooler yesterday and was doing a torture test with Prime95.
Here is what I am running into. When I go into BIOS and set the pump speed to max which is around 4200rpm, all of my 16 cores average around the mid 80's to low 90's.
When I open up the SIV software and check the pump speed, it is telling me that it is still around the 2200 rpm range at idle
My question is, why is BIOS telling me one thing, and the SIV software telling me another? Which one is correct?
