New build. (sort of. drive is from an older build with an ASUS motherboard.)
Motherboard: B760 DS3H AX DDR4
Bios version: F7 (09/15/2023)
Win11 22H2
The USB-A ports are all working.
The USB-C ports (one on the front of the case and one on the back of the board) are not working.
There are no unknown devices in Device Manager.
When I say "not working"...Plug in a known-good thumb drive, USB-C hub, etc and Windows does not react at all. Plug in an iphone via USB-C->Lightning cable and the phone doesn't react at all, doesn't start charging, etc. All of this stuff works if I plug into a USB-C port on a different computer.

WTF....Now the back panel USB-C port is working...charging and Windows recognizes the devices I plug in.
I haven't changed anything...system sat overnight and I tried everything again before posting this morning. Nada. I just tried again (system has literally just been sitting idle) and now the back panel USB-C works.
The front is still completely dead, but there's some stuff I can check/verify there before I come call for help again.
Anyway...thanks. I agree with your assessment, but it looks like the question may be moot.
