how do I get expansion in a pump?

I feel the pressure but I don't see any noticeable shady expansion. I don't have much loose skin on my penis. would that stop me from seeing gains. I see pics of other people filling out the tube. I have a 2" tube and always seem to have extra space while pumping. My EG is 5.5 mid and 6 base.
