Clarification over COVID-19 measures

Today the framework for the COVID-19 rules stretching from October 2022 to April 2023 was announced and published by the government. Most of it from what I can tell seems to be focused on mask wearing and testing. I am very surprised that nothing about 2G or 3G rules seems to have been announced. Does it mean that it won't be reintroduced like last year? I'm a bit confused.
