Partial Recognition of Undergrad degree

Hello Everyone,

I'm an Indian citizen and I hold an undergrad degree in Industrial Engineering from the University of Rome Tor Vergata (180 credits; 2022 graduate).

I recently got a job in Germany and my employer had applied for an EU bluecard.

The problem is that the immigration office got back to my employer stating that my Italian Bachelor's degree is partially recognized.

I do not understand how a european bachelors degree can be partially recognized in germany.

Do you guys think there could be a mistake from the immigration officers end? What steps can I take?
