Can I apply for a 6-month seekers visa after being here for 3 months on a tourist visa?

In other words, do I need to wait another 90 days before I can apply for the 6 month job seekers visa? Or, if I get the visa, can I return in less time than waiting another 90’days.
So, let’s say I leave Germany on May 25 (the 89th day of my tourist visa) and go back to New York — I have an appointment on June 5th. Will they process my application and let me back into the country on, say, July 15th for example? Or will I not be allowed to re-enter until August 25th (90 days later).
