Loki at 16 weeks. Does he look small?

I’ve raised plenty of GSDs, I work as a trainer. Recently took in this little guy. He’s AKC, beautiful parents but in terms of other shepherd’s I’ve worked with and owned does Loki look little for this age? He is only in the 20 lbs range too when I know they are supposed to be close to 30 . He eats 4 cups a day sometimes more. Also yes I know he’s dirty he decided he was gonna roll around in a puddle after a thunderstorm yesterday.
