German article: https://www.welt.de/politik/deutschland/article168900336/Gutachten-sieht-unklare-Rechtsgrundlage-fuer-Grenzoeffnung.html

Submission statement: in this article, it seems to imply that Merkel has opened the EU borders to asylum refugees before 2015 without going through proper due process. It states that Merkel has only consulted individual ministers. Furthermore, some refugees should have been sent away from Austria. To add on top of this, asylum seekers were neither approved by the government body nor did Merkel call a vote on it.

I'm just wondering if there is any follow up on it.
