Question about genetic problems with dogs

So certain dog breeds are more disposed to genetic issues due to inbreeding and human desire to change phenotypes, correct? German Shepherds for example are predisposed to joint problems. My question is, if two separate breeds were to mate and produce offspring, would that issue be less common because of genetic diversity? As I understand hip dysplasia affects about 70% of dogs so perhaps avoiding this is impossible.
